Accepts the Latest To Release shape: Section, Event Name, Trigger Description / Fix comment, Parameter, Parameter Value - examples, Parameter Description. The default mode is archive only: the sheet is stored and bound to stable catalog entities, and the live catalog is left untouched. Comments stay on those entities. replace_live needs an admin token and a verified pre_backup_id.
